A community college associate degree or career technical education certificate earned entirely by completing courses with zero cost textbooks. The program uses open instructional materials, open pedagogy and methodologies to support this goal.

A ZTC program must be:
  • Clearly identified in the college catalog and class schedule
  • In compliance with Federal Americans with Disabilities Act (Public Law 104-197 and the Federal Copyright Act of 1976 (Public Law 94-553)

Creative Commons License

All first developed materials shall bear the Creative Commons CC BY License. This license lets others distribute, remix, tweak, and build upon your work, even commercially, as long as they credit you for the original creation. This is the most accommodating of licenses offered. Recommended for maximum dissemination and use of licensed materials.

Library Textbook Program (LTP)

The librarians at COM have partnered with faculty, staff, administrators, and your ASCOM representatives to support students in obtaining a lending copy of the proper textbook at no cost to students who enroll in selected sections. These sections are not designated OER courses as they are not sustainable and use copyrighted material; however, they CAN be designated as a Zero Textbook Cost section if no direct costs are passed to the student.  http://library.marin.edu/blog/library-textbook-program
